Instructions for secret negotiations to obtain a treaty of peace and amity between the U.S. and the Dey of Algiers, whose Barbary pirates were hijacking American vessels and taking all aboard as slaves. "It is my Object to obtain a Peace with the smallest possible Sacrifice of Money for nothing if you can."
